San Juan and El Morro have had a colorful and varied past, ranging from the early pirate days when buccaneers ruled, until the present day when the island is a content possession of the United States.

To honor it's history, three flags now fly over El Morro, The United States Flag, the Puerto Rican flag , and the old Spanish Military flag, known as the "Cross of Burgundy."
The Burgundy cross, based on the wooden
cross where St. Andrew was crucified, is an old vexillological
symbol used by Spain, especially at sea, for many years. In much
more recent times, it was used by the Carlists (Requetés)
during the Spanish Civil War and afterwards, and by the
Traditionalist Party (Partido Tradicionalista) during the
post-Franco years.
Spanish forces flew the Cross of Burgundy from 1516 until 1785.
